8-5-3: RULES AND REGULATIONS:
It shall be unlawful to install or maintain a TVRO within the Village except in compliance with the following:
   A.   Use of TVRO: The intended use shall be authorized under applicable Federal law. (Ord. 0-85-220, 5-30-85)
   B.   Size and Height: The smallest practical size dish shall be used, and in any event, such dish shall be of a size no greater than ten feet (10') in its maximum dimension. Any such dish shall be mounted as close to the ground as possible and shall not rise from the ground in excess of eleven feet (11') in height at its maximum point. Elevated installations on poles or roofs are prohibited. (Ord. 0-85-236, 10-10-85)
   C.   Construction and Installation: The construction and installation of TVRO's shall strictly conform to all other applicable ordinances of the Village. (Ord. 0-85-220, 5-30-85)
   D.   Location: No installation shall be located in any front yard or any corner side yard abutting a street. The location shall not be in the required yard area (as defined in the Zoning Ordinance of the Village) 1 unless encroachment in the required side or rear yard areas provides an acceptable location and if such location is otherwise in conformity with all other provisions of this Chapter.    E.   Screening: The proposed location is such that each TVRO shall be totally screened, for its entire height, from view at ground-level from any adjacent lot or street, public or private. Screening shall be provided by any one or more of the following: the dwelling, garages, storage buildings or other accessory buildings on the lot where such TVRO is located; or landscaping and plantings which provide year- round screening.
   F.   Number of TVRO's: No more than one such TVRO may be installed on a single zoning lot.
   G.   Architectural Compatibility: All installations shall exhibit architectural quality, coloration to blend with surroundings and structural integrity. No advertising, logos or symbols shall be permitted on any TVRO, nor shall a TVRO be illuminated by a direct or indirect light. Experimental or temporary installations, inferior materials and questionable stability are not permitted. In every case, the entire installation must be compatible with the character of the surrounding area, and shall have no adverse impact on the property, neighborhood and general public.
   H.   Foundations; Electrical Regulations: Permanent foundations shall be adequate for anticipated wind loads. Each TVRO shall be permanently ground mounted. No TVRO shall be installed on a portable or moveable structure, such as a trailer. Electrical connections must meet local and national building guidelines as to installation 2 . Consideration shall be given to protection of children as in the case of an attractive nuisance. (Ord. 0-85-220, 5-30-85)
   I.   TVRO's on Roofs: The installation of TVRO's on roofs in an M-1 District may be allowed as a special use; provided, however, that the procedures and standards for granting such special use shall be those procedures and standards set forth under the terms of the Zoning Ordinance of the Village for granting a special use.
