4-2-4: REGULATIONS:
In the operation or maintenance of any place for the disposal of organic and refuse in the Village or within one and one-half (11/2) miles of the Village limits, all of the following rules and regulations shall be complied with: 1
   A.   Compaction Equipment: All permitted organic material and other refuse shall be thoroughly compacted by equipment of a size and weight capable of producing a downward or ground pressure of at least five (5) pounds per square inch. Such equipment shall have sufficient weight and capacity to carry out all necessary operations to the satisfaction of the enforcement officer. Sufficient auxiliary equipment shall be maintained on the site or otherwise available to permit operation in case of a breakdown.
   B.   Depth of Mixed Refuse: Mixed refuse material shall be spread out on the working face of the landfill so that the depth does not exceed a maximum depth of two feet (2') prior to its compaction.
   C.   Fire Safety; Wind-Blown Refuse: The areas shall be continually policed to prevent fire and the blowing of papers; 2 and shall be covered at the end of each day's operation, as well as when wind conditions warrant it through the day, with sufficient material to prevent blowing papers and unsightly conditions. The size of the active face on which refuse is being currently deposited shall be kept to a minimum.
   D.   Cover Material: Cover material will consist of earth, loam, clay, sand, etc., or a mixture of at least fifty percent (50%) earth and other inert materials such as ashes, cinders or gravel. A minimum depth of twelve inches (12") of compacted cover and spread cover material shall be kept on all inactive faces of the landfill at all times. The active faces of the landfills should be covered at the end of each day's operation, with at least six inches (6") (before compaction) of cover material.
   E.   Procedure When Reaching Finished Grade: When the fill has been brought up to two feet (2') below the desired finished grade, it shall be covered with at least twenty four inches (24") of compacted cover material, graded and seeded in such a manner as to prevent erosion.
   F.   Trench System: Where the "trench system" of sanitary landfill is used, successive parallel trenches must be at least two feet (2') apart.
   G.   Fences; Barriers: The licensee or operator shall erect such temporary or permanent fences or take such other measures as may be necessary to control blowing of paper and other materials from the landfill.
   H.   Storage of Salvaged Materials: Any materials salvaged from the fill must be stored in a building on or off the site in such a manner as to prevent rat harborage and permit proper operation of the landfill. Such storage building must be at least two hundred feet (200') from the working surface so as not to interfere with the compacting and covering. All salvaged material must be daily placed within the building provided so that none is left uncovered during the night or on weekends.
   I.   Burning Prohibited: No materials deposited in the landfill shall be burned there or anywhere in the Village. 3
   J.   Effluent Discharge: No sanitary landfill operation shall be placed where seepage, drainage or pumpage of any material from the fill of such a nature as would constitute an odor nuisance or health hazard flows into a watercourse unless provision is made to treat such effluent in such a manner as to purify it.
   K.   Access Road: The licensee shall provide an access road.
   L.   Road Conditions During Rain Storms or Snowfall: The license holder shall also have available necessary equipment to assure that traffic may be maintained on the access road or roads during periods of heavy rain or snowfall.
   M.   Hours of Operation: Power equipment, tractors and draglines shall not be operated on the landfill before eight o'clock (8:00) A.M. or after six o'clock (6:00) P.M. on weekdays. The landfill shall not be in operation on Saturdays or Sundays.
   N.   Water Supply: A water system with at least thirty (30) pounds per square inch is necessary; the system shall have a minimum of a one and one-half inch (11/2") diameter line or a five thousand (5,000) gallon storage reservoir or tank. A pond or stream may be used as a storage reservoir, but reliable pumps of adequate size must be available.
   O.   Location Restrictions: No portion of any sanitary landfill shall be established nearer than one thousand three hundred twenty feet (1,320') of any designated residential or commercial district or state or federal highway, or within five hundred feet (500') of any water wells or catch basins.
   P.   Deposit Of Certain Substances And Burning Prohibited: No hazardous material, no sewage, oil sludges, waste chemicals, magnesium shavings, insecticide containers or other poisonous containers, materials which produce odor or dust and no bulky items shall be deposited. All brush shall be reduced to chips. No burning shall be done on the premises 4 .
   Q.   Salvaging And Junkyard Operations Prohibited: No salvaging operation or junkyard operation shall be carried on.
   R.   Rodent Control: Rodent control measures shall be carried on not less than once each month, and shall be instituted in addition within twenty four (24) hours of notice by inspectors that there is evidence of rodents on the premises.
   S.   Dust Control: No dust shall be emitted by the operation; the site and access drives shall be sprayed or otherwise treated to prevent dust emission.
   T.   Termination Of Landfill Operation: Immediately following the termination of a landfill operation, whether voluntary or involuntary, all structures, equipment and fences shall be removed from the site and the area of final cover topsoil shall be seeded with grass or rye seed.    U.   Landfill Gas Management Systems: For the purposes of this section a "landfill gas management system" is any system which collects the landfill gas generated within a sanitary landfill in the process of the decomposition of the material deposited therein and disposes of the landfill gas by flaring and/or by processing the landfill gas for beneficial uses by adjuncts to the landfill gas management system such as an electrical generating facility operated by the energy from components of the landfill gas, or a gas recovery facility which recovers for other uses the methane and/or other components of the landfill gas. Any landfill gas management system which disposes of landfill gas by flaring shall only be operated in a manner which does not generate any visible light. Open flare landfill gas management systems or disposal systems are not allowed. Any landfill gas management system is further required to be operated pursuant to Illinois environmental protection agency permits and in compliance with Illinois pollution control board regulations.
