1129.05 BUILDING REGULATIONS.
   (a)   No building shall hereafter be erected or structurally altered:
      (1)   To exceed the height required.
      (2)   To accommodate or house a greater number of families than that permitted by the provisions of the Zoning Ordinance.
      (3)   To occupy a greater percentage of lot area than permitted.
      (4)   To have narrower or smaller rear yards, side yards or lot width at the building line than those permitted in this Zoning Ordinance.
   (b)   Principal Building: No more than one principal building shall be permitted on any lot.
   (c)   Buildings Under Construction Prior to the Zoning Ordinance: Nothing in this Zoning Ordinance shall be deemed to require any change in plans, construction, or designated uses of any building upon which actual construction has lawfully begun prior to the adoption of this Zoning Ordinance and provided construction is prosecuted diligently and provided further that such building shall be completed within two years from the date of passage of this Zoning Ordinance.
   (d)   Building Permits or Zoning Certificates: No building permit or zoning certificate shall be issued without evidence that the Lorain County Health Board has approved the proposed sanitary sewage disposal and water facilities for the use for which the zoning certification has been requested.

   (e)   Minimum Living Floor Area Per Family: In any agriculture or residential district, the minimum floor area shall be as follows:
      (1)   One-Family Dwelling - of one floor style, shall have a minimum of one thousand fifty (1050) square feet of usable floor space on the main floor.
      (2)   One-Family Dwelling - of one floor style with a full basement, of one and one-half floor style, or of two floor style, shall have a minimum of eight hundred thirty two (832) square feet of usable floor space on the main floor.
      (3)   Two or more Family Dwelling shall have a minimum of one thousand six hundred sixty four (1664) square feet of usable floor space with a minimum of eight hundred thirty two (832) square feet on the first floor.

   (f)   Frontage Required for Building: See Section 1129.03 (b).
   (g)   Temporary Buildings: Temporary buildings or uses for purposes incidental to construction work shall be permitted provided such buildings or uses shall not be continued as permanent structures or uses. The period of continuance shall be established by the Board of Zoning Appeals.
   (h)   Non-conforming Uses:  
      (1)   The lawful use of a building existing at the time of the adoption of this Zoning Ordinance may be continued, although such use does not conform to the provisions hereof, and such use may be extended throughout the building, provided no structural alterations are made other than those ordered by an authorized public officer to assure the safety of the building or structure and provided further, that such extension does not displace any residence use in a residence district.
      (2)   Whenever a non-conforming use of a building or land has been changed to a more restricted use, or to a conforming use, such use shall not thereafter be changed to a less restricted use.
      (3)   In any residence district, wherever a non-conforming use of a building or portion thereof has been discontinued for a period of at least one year, such non-conforming use shall not thereafter be re-established, and the future use shall be in conformity with provisions of this Zoning Ordinance.
      (4)   Any non-conforming building or structure damaged by fire, explosion, act of God, or act of the public enemy, may be reconstructed and used as before such calamity, provided such building or structure is not damaged to the extent of more than fifty percent (50%) of its reproduction value.
   (i)   Non-conforming Lots of Record: In any R District notwithstanding limitations imposed by other provisions of this Zoning Ordinance a single family dwelling may be erected on any single lot of record existing at the effective date of the adoption or amendment of this Zoning Ordinance, provided that yard requirements of the lot shall conform to the regulations for the district in which such lot is located. Variance of area, width and yard requirements may be obtained only through action of the Zoning Board of Appeals.
   (j)   Non-conforming Uses of Land:
      (1)   No non-conforming use shall be enlarged or increased, nor extended to occupy a greater area of land than was occupied at the effective date of adoption or subsequent amendment of this Zoning Ordinance.
      (2)   No non-conforming use shall be moved in whole or in part to any other portion of the lot or parcel of land occupied at the effective date of adoption or amendment of this Zoning Ordinance.
      (3)   If any non-conforming use of land is discontinued    or abandoned for any reason for a period of one (1) year said use of such land shall conform to the regulations specified by this Zoning Ordinance for the district in which such land is located.
   (k)   Non-conforming Building or Structures: Should such building or structure be destroyed by any means to an extent of more than fifty (50) percent of its replacement cost at the time of destruction, it shall not be reconstructed except in conformity with the provisions of this Zoning Ordinance.
   (l)   Maintenance: On any building or structure devoted in whole or in part to a non- conforming use, work may be done in any period of twelve (12) consecutive months on ordinary repairs, or on repair or replacement of non-bearing walls, fixtures, wiring, plumbing, to an extent not exceeding ten (10) percent of the current replacement value of the building or structure, provided, that the cubic content of such building or structure as it existed at the time of passage or amendment of this Zoning Ordinance shall not be increased.
