§ 130.04  SUSPICIOUS PERSONS.
   Police officers shall question all persons demeanor, character or conduct found of the squares, streets or any public place or thoroughfare, or on or upon or about public or private buildings or premises, where they have no right or permission to be.  If any person does not give a satisfactory account of himself or herself and if the police officer has good reason to believe that the person intends or is about to commit or has committed any violation of the law or ordinances of the city, it is hereby made the duty of the officer to act accordingly.
