§ 110.01  BEER; CONSUMPTION.
   (A)   The sale of beer shall be permitted during the hours set by the general laws of the state at the following locations by retailers selling beer for consumption on premises:
      (1)   East Merchant Street, south side of Barclay, an establishment presently operated by Rose Vaughn called Happy’s Place;
      (2)   105 Café, premises operated by Mr. and Mrs. Ron Massey, 107 West 105, beer and wine licenses to be served with food only; and
      (3)   Randy’s, located on Highway 105 one mile East of Highway 326.
   (B)   The sale on premises for consumption where sold is hereby prohibited in the city, save and except those locations designated herein.
   (C)   The sale of beer and wine by retailers, manufacturers and distributors not for consumption on premises where sold shall not be effected by this section and the sale shall be made in accordance with the general laws of the state.
   (D)   It is especially provided that this section is not an attempt to create zones under a comprehensive zoning plan as authorized by Tex. Alcoholic Beverage Code Ch. 105, but to designate certain areas where beer for consumption on the premises may be sold in accordance with the authority granted by Tex. Alcoholic Beverage Code § 109.32.
   (E)   Hereafter, no licenses for the sale of beer for consumption on premises where sold shall be issued or approved, save and except for the locations above designated, or upon amendment of this section by the City Council on application and review based upon the individual applying and the individual location.
   (F)   Any license issued herein is strictly personal and not for the location, but to the operation of the premises.
