All city agencies, elected officials and employees are subject to this policy. This policy shall be incorporated by reference into all contracts and any purchases ordered or contracts entered into with the city and contrary to the provision hereof shall not be binding upon the city unless later ratified in accordance with these procedures. Employees, agents, appointed or elected officials making expenditures outside of these authorized procedures, or without full ratification of the City Council, may result in their own personal liability.
