The City Manager shall be appointed by majority vote of the City Council for an indefinite term and shall be chosen by the Council on the basis of executive and administrative qualifications, with special reference to actual experience in or knowledge of accepted practices in respect to the duties of this office hereinafter set forth.  All terms relating to the City Manager's employment may be set forth in an employment contract, which may or may not include a requirement for residency within the city and/or availability within a reasonable amount of time.
