(A) The Council has determined that from time to time, service fees will be reviewed periodically to determine a reasonable recovery of costs incurred to provide these services. Whenever in this code or in any ordinance of the city a charge is assessed for the provision of a service, the amount of that assessment may be set in the form of a resolution and adopted by the Council. The resolutions modifying service fees shall be in a format similar to those adopted previously and listed below, and adoption processes shall conform to applicable state statutes and any state requirements incident thereto, in particular, for example, water rates and impact fees.
