For the convenience, best administration, and operation of the sewer system of the city, it is hereby made the duty of the city officers and employees in charge of and operating the city water system to perform the same duties with respect to the operation, management, and control of the sewer system as is required of them in the operation and management and control of the water system, except as may be otherwise provided in this code or by resolution or ordinance of the Council.
