A. The individual who makes application for water and sewer service shall be responsible for the payment of all bills incurred in connection with the services furnished, except, in the case of residential rental property, the owner of the rental property shall be responsible for payment of the water and sewer service.
B. In all cases where the residential rental property has individual service connections to each of the rental units and the valve shut-off is located at the property line, the provisions of this section shall not apply. In this case, each of the tenants of the residential units shall be responsible for payment of their individual water and sewer service bills.
