No person under the age of 21 years shall knowingly drive or be a passenger in any motor vehicle upon the highway, within the city limits, carrying any alcoholic beverage, unless that person is accompanied by a parent or legal guardian or is employed by a licensee under A.R.S. Title 4, and is driving the motor vehicle during the regular hours and in the course of his or her employment.
