It is unlawful to place, drive, pull, propel, or otherwise move or operate across or upon any oil surfaced or paved street in the city, any tractor trailer, truck, or other vehicle having on its periphery any block, stud, flange, cleat or spike, lugs, or any other protuberances of material other than rubber which project beyond the tread of the traction surface of the tire, without first obtaining from the city a written permit to cross or operate upon any street.
