§ 9-4-1 LITTER ON PRIVATE PROPERTY.
   No person shall throw or deposit litter on any occupied or unoccupied private property within the city, whether owned by that person or not, except that the owner or person in control of private property may maintain authorized private receptacles for collection in such a manner that litter will be prevented from being carried or deposited by the elements upon any public place. It shall be unlawful for any person to permit or to suffer or to accumulate in or about any yard, lot, place, or premises, or upon any street, alley, or sidewalk adjacent to the lot, any garbage or refuse so as to cause the yard, lot, premises, or the street, alley, or sidewalk adjacent thereto, to be or remain in the condition as to cause or create a nuisance or offensive odor or atmosphere, or thereby to be or become, or cause or create, a public nuisance.
