A. Upon the enactment of this chapter, the city shall place a 90-gallon receptacle at each residence having curbside pickup subject to this chapter, and either a 90-gallon or metal receptacle, or any combination thereof, according to need, at each commercial establishment or residence (generally three or four residential units will be assigned one container) having alley pickup and subject to the provisions herein. Thereafter, the placement of new receptacles shall be provided at the costs as hereinafter set forth.
B. Each lot or combination of lots shall be supplied with a refuse container, at the expense of the owner or developer, to be owned by the city. These fees shall be collected as part of the building permit application fee process. The type and size container(s) shall be determined at building permit issuance time, containers shall be approved and issued by the city when building permit is issued and which shall become the property of the city.
C. Final decision as to the number of receptacles, type, and placement location for each residence or commercial establishment is the responsibility of the Public Works Director.
