§ 9-2-4 CITY SERVICES.
   A.   Generally. The services provided for in this chapter are limited to the city's equipment availability, ability, and capacity.
   B.   Residential services.
      1.   Regular refuse services.
         a.   Except those exempt, the city shall supply twice per week regular refuse service to all city residences, using a mechanical collection system. Only that refuse which is contained in the city's supplied containers will be collected during regular refuse service.
         b.   Containers as provided by the city shall be used for curbside collection and for alley collection.
         c.   Refuse collection services shall not be made on national or local holidays.
      2.   Brush and bulk refuse services. The city shall collect brush and bulk refuse once a year, free of charge to all residential customers. The locations and times of collections shall be clearly publicized by the city.
      3.   Special collection requests. A special collection for yard rubbish, brush, and bulk items will be made for an additional fee. Requests for this service shall be made by the customer to the Public Works Department. Time for service charges commences when the people and equipment arrive at the location and commence operations.
   C.   Commercial services.
      1.   The city will provide refuse service to commercial, industrial, and institutional customers utilizing the containers furnished by the city and mechanical collection system whenever practical, as prescribed by the Public Works Director.
      2.   Container size and number required shall be prescribed by the Public Works Director.
      3.   A special service, hereafter called "on-property collection," for the collection of refuse on private property will be provided after an agreement has been signed by the property owner. The agreement shall give the city the right to enter the property, but not any building, and hold the city harmless from any damage to the property as a result of removal of refuse. A special fee will be assessed on "on-property collection," where the containers are more than 200 feet from the property entrance.
      4.   Collection equipment and employees shall at all times have convenient accessibility to refuse containers.
      5.   Where unusual or inordinate waste material is generated, special collection, as per the collection fee resolution, may be arranged by calling the Public Works Director.
