§ 9-2-1 REFUSE TO BE PLACED IN RECEPTACLES OR CONTAINERS; SPECIFICATIONS.
   A.   It shall be the duty of every person, and commercial or residential refuse generator, to place or cause to be placed all refuse accumulated on the premises in suitable receptacles or containers provided by the city.
      1.   Garbage, trash, and rubbish.
         a.   Garbage must be drained of liquids and shall be sacked or wrapped in a plastic bag before being placed in container.
         b.   Rubbish and trash may be placed in containers specified for garbage. All boxes, cartons, and crates shall be collapsed before being placed in containers. Also, large boxes and cartons will be required to be cut up before placing in the containers.
         c.   The city's regular refuse service (using mechanized collection system) will collect only the refuse (garbage, trash, rubbish, and the like) which is contained in the city-supplied refuse containers.
         d.   City residential customers may dispose of grass clippings, leaves, small tree cuttings, and similar material in city-supplied containers as long as there is room for the regular garbage and rubbish and limbs do not extend more than two feet above the container opening or do not interfere with the emptying of the container in any way.
         e.   Residential customers may dispose of small amounts of building material from time to time, provided it is placed in a container as described above and contains no concrete, masonry, rocks, or soil-like materials.
         f.   To ensure optimal use of the city-owned containers and the ancillary equipment used therewith, the contents of the individual containers shall not exceed 300 pounds weight limit.
         g.   Where rubbish or trash, including yard rubbish, grass clippings, leaves, small tree cuttings, and similar materials, cannot be conveniently handled in the regular refuse container, the occupant of the property may utilize the city's brush and bulk refuse service as indicated in division A.2. below or by special collection requiring an additional fee. This refuse shall be contained in securely tied bundles, cardboard boxes, and cartons, or other disposable containers not in excess of 30-gallon capacity, and the combined weight of container and contents or bundle does not exceed 60 pounds. Bottles, jars, broken glass, and tin cans shall be placed in regular refuse containers as specified for garbage.
      2.   Brush and bulk refuse.
         a.   Uncontainered refuse, brush, and bulk refuse shall be collected by the city for properties paying for regular refuse service. This collection shall include human-made materials, such as appliances, household furniture, and small auto parts. This collection shall be free of charge, once a year, or by special collection requiring additional fees.
         b.   All brush, tree limbs, and cuttings up to ten inches in diameter shall be cut into four-foot lengths. No tree limbs or trunks shall be more than four feet in length.
         c.   These uncontainered and bulk refuse items will not be permitted to remain on the public right-of-way or in the alley before notification of collection due in the area.
         d.   Items must be placed in neat, separated stacks, one foot apart and parallel to the street or alley adjacent to the owner's property line for collection.
         e.   Stacked trash may not be placed on sidewalks or curbing in any manner as to interfere with or be hazardous to pedestrians or vehicles, or with any mechanized collection container in such a manner as to interfere with its being emptied. Bulk trash, to include human-made materials, such as appliances, household furniture, and small auto parts, may be placed adjacent to the yard rubbish.
         f.   Not accepted for collection will be leftover, disposable, or unwanted material resulting from construction, repair, or demolition of the premises, large auto parts, used oil, tires, rocks, soil-like materials, and vegetation over four feet in length. These items must be disposed of at the landfill by the owner, lessee, or occupant, or collected by a private refuse collector with a city permit.
         g.   No more than four loose yards of brush shall be collected from a single residence on a scheduled brush collection. They may be picked up by special request for a service charge per sanitation fee schedule resolution.
         h.   Century plants, cacti, and similar plants hazardous to collection employees shall be contained in lengths of three feet or less.
      3.   Animal waste.
         a.   Wastes from small animals or pets shall be placed in a bag, securely tied, and then placed in the regular containers used for garbage.
         b.   Waste from larger animals, such as horses or other livestock, shall be disposed of by owner.
      4.   Location for pickup. All containers and piles of refuse shall be so located as to not block the alley, sidewalk, gutter, water meter or fire hydrants, or otherwise be a hazard to pedestrian or vehicular traffic.
   B.   All refuse containers shall be waterproof and equipped with tightfitting covers resistant to disturbance by animals and insects.
