It is unlawful for any person to carry on any trade, calling, profession, occupation, or business specified in this article without having procured a license from the city and complying with any and all regulations of that trade, calling, profession, business, or occupation specified in this article. Any person, firm, corporation, or other entity leasing or renting for a consideration three or more units of real property or three or more building units for occupancy, or any such person holding any such number of parcels of real property or units for occupancy, shall be deemed a business, upon which a business license shall be required and for which business a business license tax shall be paid.
