(A) Except as otherwise provided herein, from and after August 1, 2014, this chapter shall apply to all new development within any service area excluding the development of any city-owned facility.
(B) The provisions of this chapter shall apply to all of the territory within the corporate limits of the city and/or within the city's water and wastewater service areas.
(C) The City Manager or his/her designee is authorized to make determinations regarding the application, administration and enforcement of the provisions of this chapter.
