The powers and duties of the Mayor shall include the following.
A. He or she shall be the chief executive officer of the city.
B. He or she shall be the Chairperson of the Council and preside over its meetings. He or she may make and second motions and shall have a voice and vote in all its proceedings.
C. He or she shall enforce the provisions of this code.
D. He or she shall execute and authenticate by his or her signature any instruments as the Council, or any statutes, ordinances, or this code, shall require.
E. He or she shall make any recommendations and suggestions to the Council as he or she may consider proper.
F. He or she may deem that an emergency exists due to fire, conflagration, flood, earthquake, explosion, war, bombing, acts of the enemy, or any other natural or human-made calamity or disaster or by reason of threats or occurrences of riots, routs, affrays, or other acts of civil disobedience which endangers life or property within the city. If he or she does deem that an emergency does exist, he or she may by proclamation declare an emergency to exist. If an emergency is declared pursuant to the above, the Mayor shall, during the emergency, govern by proclamation and shall have the authority to impose all necessary regulations to preserve the peace and order of the city, including, but not limited to:
1. Imposition of curfews in all or portions of the city;
2. Ordering the closing of any business;
3. Closing the public access to any public building, street, or other public place; and/or
4. Calling upon regular or auxiliary law enforcement agencies and organizations within or without the city for assistance.
G. He or she shall perform any other duties required by state statute and this code, as well as those duties required as chief executive officer of the city.
