Every owner of a dog within the corporate limits of the city shall have a valid license, issued pursuant to A.R.S. § 11-1008, after presentation of a valid vaccination certificate. The City Enforcement Agent may establish an administrative procedure to permit any licensed veterinarian to issue dog licenses and tags for dogs that have been vaccinated. In addition, the City Enforcement Agent shall make provisions for low-cost vaccination clinics as deemed necessary. The vaccinations shall be performed by a veterinarian.
