§ 6-2-2 LICENSE REQUIRED; ISSUANCE OF DOG TAGS.
   A.   All dogs kept, harbored, or maintained in the city must be licensed and registered pursuant to A.R.S. § 11-1010, as amended. The provisions of this section shall not apply to dogs brought into the city for the purpose of any dog show, nor to seeing-eye dogs or guide dogs to assist blind persons. The guide dogs must be vaccinated and licensed pursuant to A.R.S. § 11-1010 without payment of any fee.
   B.   Dog licenses shall be issued for a period of one year and every owner must provide each dog with a collar or a harness to which the license tag furnished must be affixed, and must see that the collar or harness and tag are constantly worn.
   C.   Dog tags and licenses are not transferable from one dog to another or from one owner to another.
   D.   It is unlawful for a person to counterfeit or attempt to counterfeit a dog tag certificate or vaccination or license certificate, or to take from a dog a tag legally placed upon it, or place a dog tag upon a dog unless the tag was specifically issued for that particular dog.
   E.   The City Enforcement Agent shall apprehend and impound any dog found without a current valid license tag. Whenever the ownership of a dog has been changed, the new owner must secure a new license.
