For the protection of its citizens, the city excludes certain vendors or suppliers from consideration for awards for City of Somerton contracts. This action shall be based upon certain types of criminal convictions, civil judgments or contract violations, or for any other cause deemed to affect responsibility as a city contractor. This duty is delegated as follows.
