§ 1430.07 HOMEOWNER’S EXCEPTION.
   The provisions of this chapter shall not apply to a homeowner desiring to perform work on any premises at which he or she either has permanent residence, or that such person owns and lets out for rent or lease, so long as such person, or any other person involved in any work on site, are not employed as a matter of business in the residential construction trade. If any person or persons working on said property are employed as a matter of business in the residential construction trade, such person or persons shall be subject to the contractor registration requirements as provided herein at the discretion and determination of the Chief Building Official. The homeowner in question shall submit an affidavit to the Chief Building Official stating exactly the nature and extent of the work to be performed by the homeowner himself or herself and by any others. Any work performed by such homeowner and others shall be subject to all provisions of this Building Code and to all inspections authorized by the Chief Building Official.
