(a) Each cul-de-sac shall be landscaped in accordance with rules and regulations of the City Engineer. The developer of a cul-de-sac shall deposit with the Director of Finance the sum of $2,000 per cul-de-sac, which funds so deposited shall be used by the city for the landscaping of the common areas in the cul-de-sac.
(b) Such deposit shall be made to the Director of Finance prior to the commencement of improvements.
