(a) Permanent monuments of a type and design as required by the standards and specifications of the city shall be accurately set and established at the intersection of all outside boundary lines of the plat, at intersections of these boundary lines with all street lines, at two diagonally opposite corners, at least, of each street intersection, at the beginning and end of all curves, at points on curves where the radius or direction changes, and at such other points as are necessary to establish definitely all lines of the plat. In general, permanent monuments shall be placed at all critical points necessary to enable any skilled surveyor correctly to lay out any lot in the subdivision.
(b) In addition, iron pins shall be set at each rear corner of each sublot. Iron pins shall also be set at the front corners of each sublot on the right-of-way line and encased in four-inch drain-tile filled with concrete. Such iron pins shall be set prior to the issuance of a building permit unless the Chief Building Official, for good cause, allows additional time for the setting of the pins. The Chief Building Official may retain from deposits previously made by the owner, builder or developer a sufficient amount of money to insure full compliance with the requirements of this section. Any iron pins damaged, disturbed or destroyed during construction shall be replaced by the owner, builder or developer prior to the issuance of an occupancy permit by the Chief Building Official. At the time of setting the front corner iron pin, the surveyor shall also permanently mark the lot lines on the curb. Any person knowingly removing or destroying such iron pins shall be subject to the penalties prescribed in § 1240.99.
