§ 1242.04 RESPONSIBILITY OF PLANNING COMMISSION.
   In granting approval to any subdivision plat or plats, the Planning Commission shall give full consideration to the following matters in order to secure and provide for the coordination of the streets within the subdivision with existing streets and roads or with the plan or plats of the city; for the proper amount of open spaces for traffic, circulation and utilities; for the avoidance of future congestion of population detrimental to the public health or safety; and for the protection of the community in all aspects, including drainage, sewers, water and other such aspects of community development; and shall not approve a plat or a subdivision unless it is satisfied that reasonable provisions have been made for all of these matters and that the plat or subdivision complies in every way with these Codified Ordinances.
