The purpose of neighborhood street planning, as defined in § 1220.07(c), is to provide an integrated street system for a neighborhood, to coordinate isolated subdivisions, to develop a street pattern for parcels or parts of parcels which are too small to subdivide unless assembled, to reserve openings for local streets along strip roadside development and to promote the economical development of the land.
