The city, through its Service Department established pursuant to Article VI, § 1 of the City Charter, shall collect and dispose of refuse and recyclables from single-family and two-family residential properties located upon public streets which are not considered private developments and whereas the right-of-way has been dedicated to the city. Furthermore, at such other properties within the city where an agreement for refuse and recycling collection between the city and the property owners was in existence prior to the passage of this chapter. The city does not collect refuse or recycling in any other zoning classifications within the city. The Director of City Services shall have the authority to designate the time and manner of such refuse and recycling collection consistent with this chapter.
