The Mayor is hereby authorized to impose sprinkling bans when, in his or her judgment, such action is necessary to conserve the city’s water supply for other more essential uses. Any sprinkling ban so imposed shall be enforced by the Police Department, which shall first warn the water users that such a ban is in effect. No person shall fail to observe the ban after such warning.
