The Director may issue permits to any industrial user to assure compliance with any requirements under this chapter, including applicable national categorical pretreatment standards, other discharge limits and reporting requirements. Such permits shall be in the form of a directive signed by the Director and may include, but shall not be limited to, a list of pollutants to be monitored, location of sampling points, type of sample, frequency of sampling, compliance schedules to meet discharge limits, and compliance schedule progress reports.
