All industrial users shall promptly notify the Authority at least 60 days in advance of any substantial changes in the volume or character of pollutants in their discharge, including, but not limited to, the listed or characteristic hazardous wastes for which the industrial user has submitted initial notification under 40 C.F.R. Part 403.12(p) and § 1044.21 of this chapter.
