§ 1042.27 INSPECTION AND CLEANING OF LATERALS.
When, upon inspection of building sewers by the City Engineer or his or her representative, the City Engineer determines that a sanitary or storm lateral sewer must be cleaned, the city may clean or cause to be cleaned at its expense that portion of the sewer between the test tee and the main in the street. The expense of cleaning such laterals between the test tee and the premises being served shall be borne by the owner. If the owner does not have a test tee, the city will not assume responsibility for cleaning the laterals. The city is only responsible for the portion of the building sewer from the utility easement or right-of-way line, regardless of the location of the test fee, to the sanitary sewer main.
