Nothing contained herein shall prevent an owner of land from making his or her own building sewer connection solely with his or her own labor without a license, provided the City Engineer is satisfied that the owner has the capacity, material and equipment to do the work as required by this chapter, and provided further that the owner complies fully with all of the other requirements of this chapter.
