The person to whom a permit is issued shall be responsible for obtaining any required permits from the City Engineer to open cut any street, road or alley. He or she shall enclose each opening which he or she may make in the public streets, roads or alleys with sufficient barriers, and shall maintain the same at night and take all necessary precautions to guard the public effectually against all accidents from the beginning of the work.
