No unauthorized person shall uncover, make any connections with or openings into, use, alter or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the City Engineer. However, no new permit shall be issued when it has been determined by the Approving Authority as defined in § 1044.02, that there does not exist sufficient capacity in the sewage works, including collecting, pumping, treating and disposing of wastes as may be discharged by the applicant of such new permit.
