If the construction, grading, repairs or replacement of sidewalks, driveways and tree lawn is performed by the owner or his or her agent, the owner or his or her agent shall first obtain a permit and pay any fees in accordance with the provisions of § 1424.11. The work shall be performed under the supervision and to the satisfaction of the City Engineer.
