§ 858.07 LANDFILL OPERATING STANDARDS; INSPECTION FEE.
   (a)   Operating standards. Any person issued a permit to operate a landfill under the provisions of this chapter shall maintain the following operating standards.
      (1)   Only waste materials, as that term is defined in § 858.01(f), shall be disposed of in the landfill, provided, however, that such material may include earth, sand, brick, stone, plaster, concrete, masonry, slag and wood or other similar substances.
      (2)   No garbage, as that term is defined by § 858.01(b), shall be deposited on the site. No waste materials such as naphthalene and other coal tar products, paint thinners or strippers, solvents, gasoline, oils or other flammables, cyanides, acids and other chemicals shall be disposed of in the fill, nor shall any other flammables, explosives or other materials which may be noxious or odorous in character be deposited in the fill.
      (3)   No salvage or scavenging activities shall be carried on in connection with the landfill operation.
      (4)   Adequate fire protection, approved by the Fire Chief, including C02 or Foamite containers, shall be provided at all times.
      (5)   Dust shall be controlled either by sprinkling or by use of calcium chloride. Paper blowing shall be controlled by the use of portable fencing and physical policing of the area. Odors shall be controlled by spraying with commercial chemicals available for such use.
      (6)   Insects and rodents shall be controlled by adequate provisions made by the landfill operator. If the need should arise, rodents shall be controlled by a licensed exterminator.
      (7)   At the end of each working day, approximately two feet of earth cover material shall be placed on the top of all waste materials deposited, and approximately one foot of earth cover material shall be placed on the side slopes of waste material to form a cell.
      (8)   Landfill materials shall be received at the operating site each working day only between the hours of 7:00 a.m. and 6:00 p.m. No landfill operations shall be conducted on Sundays or legal holidays.
      (9)   The operating equipment on the premises shall be such as to ensure the proper and expeditious operation of the landfill and shall be properly maintained.
      (10)   Annually, and upon completion of the landfill, the area of the landfill shall be seeded and a growth of grass provided, except in those areas where it is contemplated that a building or structure is to be erected immediately.
      (11)   The top cover of any completed cell shall be so graded as to allow proper drainage.
   (b)   Inspection fee. To defray the cost of regular inspections of the landfill site by the city, the applicant shall pay to the city the sum of $100 per month as long as the permit is in effect, subject to revision by the Commission if experience so requires.
