For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
(a) COMMERCIAL OPERATOR. All persons, firms or corporations who or which own or operate stores, restaurants, industries, institutions and other similar places, public or private, charitable or noncharitable, and includes all persons other than householders, upon the premises of which garbage or other waste materials, or both, are disposed of.
(b) GARBAGE. All putrescible wastes, except human excreta, sewage and other water-carried wastes, including vegetable and animal offal and carcasses of dead animals, and shall include all such substances from all public and private establishments and from all residences.
(c) LANDFILL. The deposit of waste materials into a depression or trench, compaction of the waste material and prompt and daily coverage with a layer of earth.
(d) PREMISES. Land or buildings, or both, or parts of either or both, occupied by a householder or a commercial operator.
(e) PROPER COVERING. A tarpaulin, heavy canvas or other covering, which is properly secured to the truck or motor vehicle, and which will prevent a loss of load from the vehicle.
(f) WASTE MATERIALS. Ashes, glass, crockery, tin cans, paper, boxes, rags and old clothing and all other similar nonputrescible wastes. The term shall not include any material such as earth, sand, brick, stone, plaster or other similar substances that may be used or accumulated in connection with construction operations.
