(a) The city hereby directs the state to give registration preference only to those applicants that have received a medical cannabis dispensary license issued by the city.
(b) Any person or entity found to be violating any provision of this chapter and/or requirement imposed pursuant to this chapter relating to time, place, or manner restrictions shall be guilty of a violation of city ordinances and subject to a civil penalty as prescribed by Chapter 40. Each day in which any violation shall continue is a separate offense.
