Every grantee shall in good faith and with reasonable efforts ensure that the transmission of public, educational and governmental access programming and channel designations for PEG access channels between cable systems within the city be accomplished in a reasonable and cost-effective manner through interconnection. The city may exercise all lawful authority it has pursuant to applicable law to assure that the goals of this section are accomplished if the grantees are unable to reach an agreement. Every grantee shall be obligated to participate in good faith with the city to accomplish the goals of this section.
