§ 123.126 FEDERAL AND STATE LAW APPLICABLE.
   This chapter and any franchise will be construed in a manner consistent with all valid applicable federal and state laws.
   (a)   In the event that the state or federal government will discontinue preemption in any area of cable system and/or cable service or video programming over which it currently exercises jurisdiction in a manner as to expand rather than limit municipal regulatory authority or otherwise change applicable law, the city may, if it so elects, make amendments or adopt rules and regulations in these areas to the extent permitted by law. Any rules and regulations adopted by the city will apply equally to all grantees and will be subject to § 123.069 herein.
   (b)   This chapter will apply to all franchises granted or renewed from and after the effective date of this chapter.
   (c)   A grantee will not be relieved of its obligation(s) to comply with any of the provisions of this chapter or franchise granted pursuant to this chapter by reason of any failure of the city to enforce prompt compliance.
