A franchise granted or renewed pursuant to this chapter shall authorize constructing, operating and maintaining a cable system in the city for the purpose of offering cable service. A grantee may utilize the rights-of-way within the city for the operation of a cable system providing cable service, subject to the requirements of this chapter and all other applicable city codes and state and federal laws.
