Any franchise granted by the city shall be nonexclusive. The city specifically reserves the right to grant, at any time, additional franchises for a cable system or any component thereof, to any other person, including itself, as it deems appropriate, subject to this chapter and valid applicable state and federal law. The term of a franchise granted pursuant to this chapter may not exceed 15 years.
