(a) All traffic control signs, signals, markings and other devices shall conform to the current edition of the Manual of Uniform Traffic Control Devices, approved by the Federal Highway Administrator as the national standard for all highways open to public travel, in accordance with 23 U.S.C. §§ 109(b), 109(d) and 402(a) and 23 C.F.R. § 1204.4, which is hereby incorporated and adopted in this section by the city.
(b) All signs, signals, markings and other devices required under this section for a particular purpose shall, so far as is practicable, be uniform as to type and location throughout the city. All traffic control devices so erected and not inconsistent with the provisions of state law or this chapter shall be official traffic control devices.

The driver of any vehicle shall obey the instructions of any official traffic control device applicable thereto placed or held in accordance with the provisions of this chapter unless otherwise directed by a traffic or police officer, subject to the exceptions granted the driver of an authorized emergency vehicle in this chapter.

No section of this chapter for which signs are required shall be enforced against an alleged violator if at the time and place of the alleged violation an official sign is not in proper position and sufficiently legible to be seen by an ordinarily observant person. Whenever a particular section does not state that signs are required, the section shall be effective even though no signs are erected or in place.
