§ 52.011 DUTY TO COMPLY.
   (a)   Every municipal water user (occupant, person in charge, or owner of any lot or parcel of land) in the city, regardless of whether any person using water shall have a contract for water service with the city, shall abide by the current lawn watering restriction schedule and prohibition of water waste.
   (b)   The manager has the authority to require compliance with this article on all property utilizing a municipal water supply. The manager shall cause public notice to be given as to the proper lawn watering schedule as set forth in this chapter.
      (1)   Upon the first notice to the responsible party, as that term is defined in chapter 40, for failure to follow the proper lawn watering schedule or water waste, the city shall place a notice of violation in a conspicuous place on or near the property and mail a copy of the notice of violation to the responsible party. The responsible party shall correct the violation immediately upon direct notification from the city or within 24 hours of the posting of the notice of violation on or near the property.
      (2)   Upon the second (or more) violation, the responsible party shall be subject to administrative citations in accordance with chapter 40.
