Upon written application by the water user, the city may grant exception permits for uses of water otherwise prohibited hereby, if it is found that the restrictions in this chapter:
(a) Are not warranted by weather conditions or would cause an unnecessary and undue economic or other hardship to the applicant or to the public; or
(b) Would cause an emergency condition affecting the health, sanitation, fire protection or safety of the applicant or the public.
