§ 32.010 PREAMBLE.
   The city council finds that good governance, transparency, and accountability are critical in the public sector for the effective and credible functioning of a healthy democracy, and in fulfilling the government's responsibility to citizens and taxpayers. Transparent and reliable reporting and effective auditing in government serve to promote accountability, enhance the effectiveness of government services to citizens, and increases the public's confidence in their government. The members of the city council share a duty to ensure that the actions of public officials, employees, and contractors of the city are carried out with integrity and in the most responsible manner possible and that city policies, budgets, goals, and objectives are fully implemented. The city council further finds that it is imperative that the city's network of risk management, control, and governance processes, as designed and represented by management, are adequate and functioning.
