Excluding works of art or exhibits in or on the grounds of the Washington Pavilion, the Sioux Falls Zoo and Delbridge Museum of Natural History, the Horse Barn and the Old Courthouse Museum, no statue, monument or memorial shall be placed in any city park, city property or public right-of-way unless the placement has first been approved by the city council, after recommendation from the appropriate city board or commission, including the arts commission.
