§ 5-1-8 OWNER AND OCCUPANT RESPONSIBILITY.
   The owner or person in control of any private property shall at all times maintain the premises free of nuisances. This requirement applies not only to removal of loose litter and junk, but to materials on, or that become trapped on, such locations as abut town sidewalks, strips, and parkways, and private or publicly owned fences and wall bases, grassy and planted areas, borders, embankments, and other such lodging points.
