The town attorney is authorized to institute such proceedings in the name of the town in any court having jurisdiction over such matters against any property, entity or individual for which the charge for abating a nuisance under this chapter has remained unpaid for a period of thirty (30) days after a bill therefor has been rendered to the owner of the property involved.
